Unless they return the goods after charging back it is fraud. I would contact your local law enforcement agency and your bank. See what they suggest. At the least you should be able to get a judgment. It may be possible to file criminal charges against them.

If the account was past due, that’s one thing, but if a customer returns the goods , that’s a different story. If he returns more than he buys, just cancel him as a customer. My father use to have customers that would give themselves a 20% discount. My father accepted the checks but when they requested a new order, he just told them to pay the 20% or their order will not be written up

Well Dan , dealing online leaves a gap between you and your potential buyer so you have no idea who he is or if he is honest.
The mistake that was made was by you.
If an honest person has a problem with a product then he will ship it back (as it doesn’t work any way) and then you can send his money back. As it sits now , he is in no rush to get the product back to you. You should never do that.
If this person will not even return an e-mail then he is not just slow , he is ripping you off. I would threaten him with the police.
Ya see , the BBB is not going to help. They are there to protect unreputable businesses from public opinion – not much more. They are a bit of a scam , but that’s another story.
You may be burned so you have nothing left to loose. I would call the cops and have him charged with theft, unless he complies with what is right.
In the future , never return money until you have the merchandise in your hands.
    Good luck……………………..Jeff

You cannot unless your are a creditor subscriber to the credit bureaus. And what you are describing is not a “credit” issue anyway.
